What is Social tariff?

In short

A social tariff is a reduced-price plan reserved for households that qualify for it.

A social tariff is a lower-priced plan set aside for households that qualify, often on low income or a specific benefit. The saving shows in the amount billed rather than in the headline rate. Astound and gFiber both state they offer one, and so do 4th Utility, Connect Fibre and Enel.
